Evaluation of Oxfam’s DEC-funded Response to the Syrian Refugee Crisis in Lebanon
As the Syrian crisis enters is fourth year, the international community continues to provide assistance and protection to an ever-increasing number of refugees fleeing violence and deprivation. Marilise Turnbull (Principal Consultant, Atrato) undertook an evaluation of Oxfam’s cash-for-rent project in Northern Lebanon, which was funded by the Disasters Emergency Committee Appeal. The evaluation focused on analysing the project’s effectiveness, cost-effectiveness, impact, accountability and adherence to global standards. The methodology included focus group discussions, analysis of post-distribution monitoring surveys, direct observation, semi-structured interviews with beneficiaries and key staff, and an extensive project documentation review. Oxfam has already implemented many of the recommendations of the evaluation report.
