Following the 2010 earthquake Oxfam set up a $23 million humanitarian programme to address urgent water, sanitation, health, food security and protection needs in Port-au-Prince and nearby relocation sites. The evaluation conducted by Marilise Turnbull (Principal Consultant, Atrato) focused on programme quality and impact, as well measuring compliance with the ‘accountability benchmarks’ of a major donor, the Disaster Emergencies Committee.
